Job Title: -Director, Workforce Development Job Status: Full-Time **Due to the COVID-19 pandemic, all ACCESS staff are required to present proof of full vaccination for COVID-19 or a proof of a bona fide religious or medical exemption before their first day of employment** Job Summary: Under general direction with a high level of autonomy, the Director of Workforce Development uses extensive knowledge and skills obtained through education and experience to design, manage, and grow workforce development and entrepreneurship programs. Leads programs to improve employment and economic opportunities for the communities we serve. Cultivates critical relationships with private and public partners. Develops and executes strategies to meet program, departmental and organizational goals. Essential Duties and Responsibilities:

  • Partner with ACCESS leadership and other relevant stakeholders to determine vision and strategic direction for the organization and the workforce development programs -
  • Provide leadership in the development and communication of mission, vision, program goals, and strategies to create a collaborative shared vision and efforts internally within ACCESS, and externally with partners to attain workforce development goals
  • Leverage available resources and partnerships to design, implement and grow impactful programming focused on workforce development and entrepreneurship
  • Provide high-level direction for all workforce development and entrepreneurship programs and initiatives
  • Monitor and evaluate program impact, identify gaps in service delivery and opportunities for continuous improvement and implement changes accordingly -
  • Oversee and participate in grant writing and administration, budget development and management, and fiscal monitoring for workforce development programs
  • Develop and lead an effective, efficient, and innovative team with a strong talent pipeline to ensure department sustainability and growth
  • Plan, assign, monitor and manage the work of others
  • Review performance and evaluate results achieved by subordinates
  • Coach and mentor subordinates
  • Cultivate and drive a culture of performance management by monitoring and holding oneself and others accountable
  • Represent ACCESS and our workforce development and entrepreneurship programs to partners, funders, media, the community and various stakeholders in a wide variety of settings including committees, conferences and convenings
  • Establish and strengthen relationships with workforce development, economic development, chambers, and other partners in both the public and private sector to effectively meet department and organizational goals
  • Interpret, apply and recommend changes to organizational policies and procedures
  • Present and review progress of assignments with senior management
  • Research, review and/or write grant proposals to foundations, government agencies and corporations
  • Maintain currency in Federal and State policies surrounding workforce development, grant funding guidelines, as well as effective employment and training techniques
  • Operate standard office equipment and use required software applications
  • Perform other duties and responsibilities as assigned Knowledge, Skills and Abilities: Knowledge of:
    • Advanced concepts, principles and practices of effective workforce development and entrepreneurship programming
    • Local, state, and national entrepreneurial ecosystem
    • Grant and other funding sources related to the assigned functional area Skill in:
      • Skill in grant management and reporting
      • Excellent oral and written communication skills
      • Public speaking
      • Operating standard office equipment and using required software applications for program area and other applications, including Microsoft Office Ability to:
        • Ability to work effectively with the public, elected officials, city staff, nonprofits, press, consultants and contractors
        • Ability to simultaneously manage multiple projects and priorities. Excellent oral and written communication and presentation skills
        • Partner with other functional areas to accomplish objectives
        • Facilitate meetings, ensuring that all viewpoints, ideas and problems are addressed
        • Incorporate needs, wants and goals from different business unit perspectives into a single, defined approach
        • Attend to detail while maintaining a big picture orientation
        • Read, interpret, analyze and apply information from current events and pending legislation
        • Incite enthusiasm and influence, motivate and persuade others to achieve desired outcomes
        • Interpret and apply policies and identify and recommend changes as appropriate
        • Organize, manage and track multiple detailed tasks and assignments with frequently changing priorities in a fast-paced work environment
        • Communicate effectively, both orally and in writing
        • Work independently as well as collaboratively within a team environment
        • Handle stressful situations and provide a high level of customer service in a calm and professional manner
        • Establish and maintain effective working relationships Educational/Previous Experience Requirements:
          • Minimum Degree Required:
          • Required Disciplines:
            • -Education, Training and Development or related field -and-
              • At least 5 years of experience in workforce development, entrepreneurship, or training and development working with adult learners, with at least 5 in a management capacity, preferable in a non-profit setting
              • Demonstrated success with building and growing programs and establishing community partnerships
              • Grant writing experience is preferred
              • Any equivalent combination of experience, education and/or training approved by Human Resources Licenses/Certifications:

                  • None Working Conditions: Hours: Normal business hours, some additional hours may be required Travel Required: Local and state travel, up to 20% Working Environment: Climate controlled office
